NFL touchdown celebration penalty rules...?

Didnt the NFL change the rules to not being able to go to the ground for a celebration. Thats why the Cowboys were penalized earlier this year when Witten knocked over an offensive lineman while celebrating. How come then, Peyton Hillis never has a flag thrown on him when he goes to a knee after every Touch Down?

    It is only a penalty if the refs consider it excessive celebrating. You really answered your own question: Witten knocked over an offensive lineman while celebrating. You're allowed to celebrate doing whatever TD ritual a player wishes to do as long as it doesn't involve an opposing team's player. In the case of Witten, the refs must have felt that Witten was over celebrating the play if it resulted in an offensive lineman falling down. Also, plays like those, take up time.

    These guys wipe the a**es with $10,000. It's nothing to the big names. Doesn't hurt the team or affect the game with negative yardage. Merton Hanks doing the Chicken Neck would be worth the fine.
