308 million includes the retired and children, the sick etc.

You don't count the 100 million kids and retired people, and those not looking for a job. According to IRS stats, there's only about 135 million workers in America

Subtract from the 300 million all those that are retired, in college, not yet old enough to work full time, or not employed and not collecting unemployment for whatever reason (full time home makers, disabled, etc.).
The math is no different than when Bush was in office, Clinton was in office, Bush Sr. was in office, and so on and so on.

The real problem is the 9.8% only counts those receiving unemployment checks, not those who aren't because their benefits ran out or they weren't eligible.
OTOH the number could be high because those receiving checks aren't looking for work but their working to keep the checks coming. I did that in CA back in 2003.
