Please HELP!! english language tests for UK visa?

My fiance is in India and he had his Visa appointment yesterday but was sent away and told the application (& supporting evidence) were "un finished".

I've learned that he needs to produce a certificate and take an English language test as part of the application. Does anyone know where in India he can take this test? how long will it take to get this certificate? and is the test the ESOL one? (for settlement visa)

He speaks perfect english, he has been in the UK for 8 years before he was removed.

Thanks for your help.

Update:

(He is in New Delhi)

Update 2:

@ Joseph...Of course i know everything. Its not the typical "ting tong" story.

I've been through it all with him. Its just the government looks after its own.

and yeh he speaks perfect english because he's been here so long, but the money makin schemers couldnt give a shite people, they only want one thing. Makes me sick.

It doesn't matter whether he speaks perfect English, if he doesn't come from an English speaking country, he has to prove his language skills unless he has a degree taught in English in which case he provides his original certificate of award as proof.

Here is a list of the approved English language test providers.

ESOL is one of the tests he can take, but there are other such as CIELT, ILEC and TOEFL.

You would have to try the GB embassy and see where you get directed from there.
