Standing Water near foundation of the House?

The past three days, I've noticed standing water right outside my house near the bushes. I finally call the City water Dept and they tell us to look and see if our meter is running without water being on. I did this and the meter isn't running which means no leaks. What could be causing this? It's leaking from somewhere because the water isn't freezing and it's only 10 degrees here where I live. Thanks

    Thats a hard one to figure, that close to the house. Two possibilities come to mind. Do you possibly have a dehumidifier that drains outside or possibly a broken sewer pipe under ground that is leaching to the surface.

    The leak must be in front of the meter. Call the water department back and tell them what you found. Tell them your next call will be to the local TV news crew for a negligence story if they don't come out immediately and fix the problem.

    the leak is befor the meter so u would show no usage on the meter....................
