Why wont computer save homepage change?

Question

I have a client whos computer randomly changed her homepage to:
"http://flyingincognitosleep.com/cgi-bin/h.pl"
This forwards her to google. Well i have tried changing it, going into regestry and changing it. Changing it under a different account. and all give the same result:
Change is saved until IE is restarted.
Changing in safe mode proved the most advantageous. The change saved completely until i rebooted  and logged her back on. We have ran virus scans and all.

What could be the problem and how do I fix?

Have you checked the settings in the anti-virus program? Some (Norton, McAfee & others) have a tick box to enable home page protection. It may also be a rogue add-on; run IE without add-ons (Accessories - System tools - Internet Explorer (no addons)). If that works look through the list for the possible culprit.
