i have ceramic tile can hardwood flooring be installed over it by means of glue down or float

Floating (laminate or engineered wood) or glue direct engineered wood will easily go over any well bonded and clean tile. Full 3/4" hard wood cannot be glued down , it must be nailed or glued and nailed and obviously you can t nail through tile.

Wow, you are going to have quite a step up between the two levels. Tripping problems and heaven forbid you need a walker or wheelchair in the future. As the tile installer said, you'll be resetting and trimming everything that touches it. Also if stairs are involved, there is going to be a change in riser height where it meets.
Wood floors, like tile, need to be installed on a very stable surface. Any movement and it will crack the top layer..or lift the wood blank. You'll probably need a layer between to dampen the sound. Yes, it can be done but would look better if the tile was removed and you kept the floor levels as close as possible.

Most economic option will be to float an engineered hardwood floor. Make sure you get one with a wear layer of at least 4 mm because you only want to buy this wood floor once. Wear layer is the thickness of hardwood above the tongue and groove floor joinery. Why can't you take the tiles up? I think this would be the best option. Second best, float the floor over the tiles and use a good underlay to soften the floor.

yes, is the short answer. As long as you do not have missing or loose ceramic tiles, and your using the snap or glue together hard wood covering type that has either sponge or felt to the bottom of it. The hard wood floor will also raze the floor up, so all molding will need to be repositioned or trimmed.
the other thing is the doors, they may or may not need to be trimmed on the bottom too, so you can open them. But all in all yes it can be done, and has been done.
