Are all of these bills actually being filibustered, or is the threat alone now enough to prevent a vote?

Does the opposition no longer actually have to stand and speak to prevent a vote? How did this come about and what do y'all think of it?

It just seems that for the last two years, the Republicans especially have managed to squash a lot of initiatives by the mere threat of filibuster, and have not actually had to get up and carry one out. Doesn't this essentially change the Senate into a house that requires 60% approval for any legislation at all? Is this constitutional?
