The pay websites are scams. The Diversity Lottery is free and is only available through the official USCIS website.

You get a greencard from US Immigration Services, not from some website. It's not a lottery, it's a process. You need a lot of paperwork. The websites are all scams.

The only professional sites lead to .Gov. If a site doesn't result in .Gov it's a rip-off additionally the DV lottery is most effective open from October - December and understanding will likely be posted on the link Yak Rider posted

you can go to travel.state.gov and go into the immigrant visa section or to dvlottery.gov. however, at the moment all registration is closed until next October.
