Have your dad go to www.xbox.com and go to the sign-in page. At the sign-in page, there's a link for "forgot password?" You can use that to start the change password process. It will send an email to your dad so that he can verify that this is something he wants to do. If he verifies it then he will get instructions on how to change his password for the account.

Otherwise, the only other way to get it changed is to call Microsoft at 800-4MY-XBOX and go through the security checks to have them change it for him.

They don't make it super easy because, if it was, kids would be changing account info on their parents accounts all the time.
