First off, stop scratching it, and keep it dry. Make sure you wash your anus with soapy water every day, and dry it thoroughly. If you sweat a lot or get yeast infections, placing a tampon flush with the skin will help absorb excess moisture. (Don't put it in, that's just strange, and lets out smells)
It sounds like you might have a chronic infection from bacteria or yeast. Again, keeping it dry goes a long way to eliminating the problem, and regular washing.
GET BABY WIPES!!! Make sure that after you poo you wipe gently and slowly. Use the baby wipes, especially if it's painful or itchy. They help soothe, and if you get the right ones, can also disinfect. Toilet paper is generally fairly soft, but it's still very abrasive compared to baby wipes.
If it doesn't start to clear up after a week of consistently wiping with baby wipes, washing thoroughly with soapy water, and keeping it dry, then you need to go see a doctor. Yes, it will be embarrassing, but the sooner you go see them, the sooner you don't have to itch all the time.
Hope that helps some.

First of all.... I would suggest going to a doctor. If you're ABSOLUTELY opposed to the idea, I would try cleaning all the affected areas THOROUGHLY and applying some sort of anti-fungal. You can get topical (usually cream) medications that usually prevent or treat yeast infections or you can get something that takes care of athlete's foot. You'll be able to get much more specific medication from a doctor, however. Like I said, that's my recommendation.

Assuming that you're not being silly, it could be hemorrhoids, pinworms, fissures (cracks in the skin surrounding the anus), anal warts or allergic reactions to toilet paper or foods are responsible for your dilemma. Anal itching also can be caused by a fungal infection, which is particularly common among people with diabetes and can be one of the first signs of the disease. In rare cases, anal itching is a sign of an abscess, polyp or sexually transmitted disease.

It may be because of worms, fungal infection or anything. Consult a doctor. If you take medication it is treatable easily. Why are you suffering for a long time like this.
