Is there a difference in performance between paper and foil cupcake liners?
Is one supposed to be for muffins and the other for cupcakes, or does it really matter?

I've used both and I find it doesn't really matter. The paper ones just don't hold up as well and sometimes the color bleeds from the wrapper onto the cake. The foil ones you just might have to adjust your baking time a little, but I didn't and I didn't have them burn either.
I also tried the paper ones that you supposedly don't have to put in a tin, you can just fill them on a baking sheet or whatever. I still used a tin (for fear of spillage) but the weird thing is that they have been stored for a few days now, and all of the wrappers peeled themselves off. So its kind of a big cupcakey mess in my container... So, just a heads up.

There is definitely a difference. I used both in the same muffin tin and alternated paper and foil. The center of the paper ones set perfectly while the center of the foils ones fell
