Open an account at a local credit union.
The cheapest place by far to cash a tax refund check is Wally World. The check cashing places will clean your clock with fees that may run as high as 10% of the amount of the check. Wally World does it for a flat $3 for up to $3,000. If your refund is larger, you can put the excess on a pre-paid Visa branded debit card for an extra $3.

Your bank would be free to cash your check, if you don't have an account, well get your self one.

They have these things called Banks. Don't use them. They have these other things called CREDIT UNIONS -- not nearly so corrupt as banks. Find one to join.
