There is a difference between being required to file a return and doing so on a voluntary basis. In your case, you are not required to file a return because your income is below the amount that triggers a mandatory filing. However, if you want the $3.00 withheld from one of your paychecks refunded to you, then by all means file a a tax return. In your case I would recommend your using a form 1040EZ. If you are indeed a college student, you should be capable of reading this form line by line and inserting the requested information.

A form 1098-T is an acknowledgment that someone (perhaps your parents) has paid for your college education and can provided whomever paid your tuition a tax credit or deduction. If your parents paid your tuition, I would be inclined to think that this form (1098-T) should be given to them as based on what you provided in your posting, it is not of much value to you.

At that income level you are not required to file a federal tax return.

You CAN file if you'd like to, and you will get the $3 of federal withholding refunded to you. Its pretty easy and you should qualify for the free version of Turbo Tax. Its up to you whether or not its worth the time for $3.
