Military Experts....Tell me why....?

I retired in 1988.... since then I have paid some $13 @ month ( over $3,588 ) to some mysterious California dental plan....I was never asked if i wanted this plan..........to my knowledge I never authorized this deduction..... the few times I have sought dental help..... I was disappointed.... the Army removed a molar rather than repair it because they were ONLY authorized to extract not repair..... I got ONE free cleaning (not a full cleaning )....refused cleaning beyond that one time...... Had to personally pay for all dental support after that......

When I tried to get the deductions stopped....I was given a run around..... "we can not stop this"

I am paying $13 @ month for NOTHING?????

Somebody educate me....What am I missing?

Update:

NOSDDA....Money comes out at the Army level..... before it reaches the bank.....Wrote the Army about it....that is where I got the run around

Update 2:

WILLIAM..... Come out of my retired pay..... Only have ONE address....no relatives.....and all my other military correspondence come through fine

    If you are paying this money through a bank, just send a letter to the bank quoting your account number, and instruct the bank to make no further payments to whoever it is this money is paid to. Address the envelope to the bank manager. They will only cancel this payment by having your instructions in a letter.with your signature.

    Your only hope is to try and track down where teh money is ACTUALLY going. When I was in AIT Dumb Private Me signed up for some BS insurance thing... blah blah... fast forward 5 years and literally no one in finance or anyone else could tell me anything, or stop it, or help at all... eventually I found out that they were sending annual statements to my moms house (who had been throwing them away... THANKS MA!!!), and once I got one of those statements I was able to look up the company, make contact, give them the account number from the statement, and figure out wtf was going on...

    If you can't do that, the only thing I can tell you is try to call DFAS directly, or maybe see if there is some retired-equivalent of a pay inquiry you can submit. Just keep it simple at first. Act dumb. "What is this?", then go from there...
