The clips are from a japanese animated musical called Interstella 5555, which was produced by Daft Punk.

The song is from the album Discovery. All the dongs on that album are from an animated movie about some aliens who get kidnapped and taken to Earth, and the only sound in the movie is the songs. So I guess they used clips from an already existing cartoon for their music video, since the music video is just a part of the movie.
