Where to start?
In Bangkok you can easily get tours through local travel agencies. There is no need to go to the opposite side of Bangkok for a particular travel agency. Just check with the nearest travel agency or two near your hotel. It is rare that they do not do as they promise. The travel agencies act as tour brokers for various tour companies. The tour company picks you up at your hotel and brings you back at the end of the trip. Some hotels also can provide tours. Thailand is probably the best country in that part of Asia for obtaining tours quick and easy! River Kwai, Ayudthaya, various temples and parks, floating markets, etc. are some of the tours.

If you wave a moving taxi over and tell the driver to use the meter and he agrees you will not get screwed! You end up paying too much if you bargain the fare. More drivers will agree to using the meter than those who do not. Have small bills and change for paying drivers. If he can not change your currency because it is too big - your fault! Meter starts at 35 baht. From the airport taxis are regulated. See the TripAdvisor Forum below for specifics. Roughly from the airport to the city area is usually around 350 baht. This is including tolls you are responsible for, meter fare and 50 baht surcharge. The Airport Rail Link to the Pratunam area is 45 baht per passenger. There are some hotels you can walk to from the last 2 stops. No Skytrain or Rail Link after midnight.
Hotel? How much do you want to pay for a Clean, Safe, Modern and not too expensive hotel in Bangkok? How much you want to pay determines what suggestions you will get. See TripAdvisor Forum below for specifics. My advice is to get a hotel on or near the Skytrain route. This way you can use the Skytrain to take you around the city and not have to use a taxi. Also, the Skytrain connects you with the Airport Rail Link, the subway and even the Ekamai bus terminal. The Skytrain can connect you with Patpong Night Market, Chatuchak, MBK and other areas for shopping like the Siam area. How much do you want to spend on a hotel?

There are hundreds of hotels in all price ranges. What is your budget? Are you traveling with boyfriend or husband? Are you into shopping or nightclubbing? Different areas - different people! But a hotel near the Skytrain comes in handy!
Most hotels are pretty safe, it is your guests you bring in that may steal from you! if you are with a husband or mother you can stay here but no shack-ups! Easy walk to malls, restaurants, travel agencies for tours, nightlife, street vendors and Skytrain.
Atlanta Hotel. http://www.theatlantahotelbangkok.com/index.php
This hotel is near the Ratchaprorop Rail Link stop. Easy walk from stop to hotel.

Asia Hotel is right on a Skytrain stop. Not too expensive compared to Tokyo! Forida Hotel is also on a Skytrain stop plus on a Rail Link stop. Walk from Rail Link to hotel in 3 minutes.

Check out Smiling Albino, they offer all kinds of tours in and out of Thailand.
Whether you get scammed by a taxi or not depends on the driver and not the company.
Bangkok is a large city with thousands of clean, safe, modern, and inexpensive hotels. You should narrow your search to which area you want to stay in first.

check out agoda.com or latestays.com for best prices on hotel - it will save you alot -
almost every hotel will have books with pictures of day tours that you can take - - choose your own as to what looks good.
Taxis are pretty independent - not companies - just make sure you go on the meter - which doesn't mean that he might not take you for a ride too. but most are just decent hard working people.
