What does the symbol ~ mean?

Also, If I were to put it at the end of a word. How would someone interpret that?

    it means approximately to most people

    ex: ~5 people (approx 5 people)

    if it were at the end of the word it wouldn't mean much to me.

    If at a beginning of a number for example ~5 minutes, it would mean... Approximately 5 minutes.

    If at the end of a work for example Hiya~ you would hold the A sounding ....At least that's what I see it as.

    It means better than. if you put ~ at the end of the words then someone will take it as a challenge and will come over there and beat ur but.

    Its a fancy hyphen and is used to separate phrases or parts of words. Some typesets are fancy and they use fancy hyphens as well. That is what this is, most likely from the signature font or a similar one.
