The Heritage lists Hong Kong (Chinese) and Singapore as 1 and 2? Singapore, the place you can get fined hundreds of dollars for spitting and warning signs every where like forbidden to sit on steps? That list is economic freedom, although related, does not equate not personal freedom.
I think any liberal democracy enjoys similar personal freedoms. Except the US. Because of the need for lawyers to maintain your rights and the incredible abuse of power that American police get away with. See below.
Some might say these are rare occurrences. But they should also be unthinkable in a democracy.

Is there a first world? I suppose that would be the Garden of Eden... Adam and Eve had all the freedoms you can imagine until the fateful day they ate from the tree of knowledge.
