My Cavalier will not shift right?

I have a 2000 Chevy Cavalier...not the sport model

it will get up to about 40-45 and wont shift...usually it seems it stays in the 1 gear

i check the transmission fluid that was low and added some and its still doing it.

Im gonna bring it to the mechanic but any suggestions on what it could be?

The governor has come apart in the transmission not allowing it to shift. I have replaced a few of them.

If you check the transmission fluid and it doesn't have a burned smell and isn't very dark then just try having the transmission filter serviced. Good luck.
