The tip of most coniferous plants produce a hormone that stunts the growth of the limbs closest to it. Different arborvitaes grow in different fashions. So, I'll assume yours is in more of a tree, rather than a bush and in the shape of a Christmas tree. Cutting the top will cut off the flow of this hormone so the outward branches will grow not necessarily grow at a faster pace, but their growth will not be slowed down by this hormone any more. If you're looking to shorten it by just a little, you should cut it and then cut off some of the lateral branches near the top except for one to become the new central leader.

No, another stem will take the lead and grow straight up.
