They aren't called NGOs in DC, or anywhere in the USA. They are called nonprofit organizations, or nonprofits.
These organizations advertise on a variety of different web sites -- museums are more likely to advertise on sites very different than organizations focused on, say, crime prevention and victims rights.
Set up a search on Indeed.com, and it will go through all the various web sites and newspaper ads for nonprofit jobs in Washington, DC
