The personnel manager told us there were jobs for (whoever, whomever) is trained. Which is correct?

This one is confusing because whomever is supposed to be the object of a preposition like "for" but the clause also needs a subject at the end so it would be whoever. I don't know which one is correct.

    It has to be "Whoever" because it is the subject of the verb group "is trained" Whom is used for indirect object and when governed by a preposition

    whoever because it is the subject of the dependent clause
