Judy will be interviewed by Miss Eddy or by (whoever, whomever) she designates. Is this one whomever?
Should this one be whomever because the clause it is in already has a subject (she)?

It's the object of the preposition "by", so it's "whomever".
Try substituting in another pronoun- would you substitute "he" or "him"?
She will be interviewed by ________. If it's "he", you use "whoever". If it's "him", you use "whomever".
