credit on unused United Airlines ticket?
I have a Chicago/Paris/Chicago business class ticket from 1999 that I never used. United told me several years ago it was still good. I just sent it to them asking how to reissue/use the ticket (for Paris or any United destination). What are my chances of getting a credit for a partial or full refund or for them to reissue the ticket? I assume I'd pay a 'change fee'.

sorry, I think you are SOL; they've been through bankruptcy twice in the meantime... My airline cuts off at three years. Of course, maybe you will get a nice surprise!

The way I understand you is that your ticket was purchased a year ago. In this case, it is highly unlikely that you will be able to get any credit for the ticket. Had you have travel protection, or contacted the airline when you were supposed to fly, there is a very small chance they would give you some credit. However, most tickets now are non-refundable, so you likely wouldn't have been given any credit anyway. If you purchased the ticket as a roundtrip ticket and not two one way tickets, you probably wouldn't be due any credit. One way tickets usually run higher each way, than both trip for a roundtrip ticket, so they probably wouldn't give you a refund. If you still want to see, my recommendation would be to either contact the travel agent that booked the trip or call the airlines.

On a 12 year old ticket, I think your chances are slim and none. It can't hurt to call, but I really doubt if you're going to get anything.
