How do I get step daughter to cut length from pants without starting WW3?
She wears her pants so long that they are underneath her feet. They get totally nasty and then she comes walking into my clean house. They are hand-me-downs from older sister, but this girl just doesn't have the height her sister does. It's kinda the style of this age girls to wear pants that long, but I'm tired of putting up with it. I'm afraid if I talk to her about it, I'll make her mad enough to go live with her mom (who is not a suitable parent) but she is at that age where she could choose to live with her mom. I've raised her since she was 4 and she's 13 now. How can I approach her without getting the rolling eyes and the famed "whatever" quote?

Firstly, as somebody else mentioned, it's not really considered stylish to wear one's trousers that long. I'd say that most teen girls (like myself) wear skinny jeans, which definitely don't trail on the floor. I wouldn't mention that but if it helps you to persuade your step-daughter to wear sensible trousers then it might be useful to bring it up to her (tactfully, of course).
You should face your fears,sit her down and talk to her. Yes, she might well roll her eyes, but everything you've said here (about them getting dirty and how this consequently makes the house dirty) are legitimate reasons for her to change her trousers.
Finally, make this appeal to her. Offer her a shopping trip - either just you and her, which will also give you some time to bond - or, if she can be trusted to actually buy new trousers and not anything else, give her some money and let her arrange to go shopping with some friends. Most teenage girls will find it hard to refuse new clothes. I speak for myself and most others in my year group when I say that.
I know this is guaranteed to be a difficult conversation, but it'll absolutely be worth it. It's the only way you can truly resolve this issue.

Sounds like you have bigger problems with her than just her long pants. Maybe you should just let her go with her mother, then you can have a clean house. Let the little girl decide wether her mother is or isnt a suitable parent

You had her fathers consent who has joint custody. If something, the mum seems to be neglectful and is additionally pronounced to DHS for not having a clean living atmosphere. cut them down while she isnt looking whilst they are in the wash
take her shopping for a new pair of trousers to replace that particular pair
do what my bfs mum does and bin stuff when she isnt looking (and he is 19!!)
suggest rolling her trousers up and show a pic from a magazine that its a good look right now
just ask her plain and simple will you please not wear those trousers into the house with out rolling them up they are making a mess on the carpets. if they make a mess ask her to clean it

Just grab her pants when they are int he laundry basket my mom did the same thing to me I eventually got over it and was thankful later that girl needs to chill the fak out
