I'd say that most teen girls (like myself) wear skinny jeans, which definitely don't trail on the floor. I wouldn't mention that but if it helps you to persuade your step-daughter to wear sensible trousers then it might be useful to bring it up to her (tactfully, of course).

You should face your fears,sit her down and talk to her. Yes, she might well roll her eyes, but everything you've said here (about them getting dirty and how this consequently makes the house dirty) are legitimate reasons for her to change her trousers.

Finally, make this appeal to her. Offer her a shopping trip - either just you and her, which will also give you some time to bond - or, if she can be trusted to actually buy new trousers and not anything else, give her some money and let her arrange to go shopping with some friends. Sounds like you have bigger problems with her than just her long pants. Maybe you should just let her go with her mother, then you can have a clean house. Let the little girl decide wether her mother is or isnt a suitable parent
