job creation comes from the private sector not the govt, most are created by the small business owner who starts a business there by hiring people to filk his positions thereby creating jobs,

The government can create jobs in two ways, I assume you mean how does the government creates jobs since this is a political question.
1) Investment in an infrastructure project that will create jobs performing the construction and the economic Development that will result because of the project. For example when Eisenhower created the Interstate Highway system those building the Hwy were employed plus it opened up markets by providing more efficient truck routes.
2) By creating a climate, (taxes, regulations, etc.) that supports business development. This is the tricky one because you must balance the tax and regulatory levels that both keep the business climate attractive without compromising the fiscal health of the government, protection of the consumer against unfair business practices, protecting the workforce from work place violations, and the environment from damage. The arguments between Conservatives and Liberal tend to really be arguments over the proper balance between these issues.

Have something you feel needs to get done but that you are unable or unwilling to do yourself, and also have enough money to pay someone to do it for you.
Most jobs in America aren't created by small businesses, but rather new businesses (many of which are also small):

In fact, as the figure to the right shows, except for the job creation by businesses more than 26 years old, the act of formation accounts for all of the net job creation in the economy..."

When there is a demand for something and someone seizes on that demand as an opportunity, a job is created.
ie as the demand for houses goes up, more people are needed for construction.

Either start a business, expand an existing one, or fire someone in a job that already exists.
