Yes and no, it's a projection IF there were to be a catastrophic meltdown.

As far as I was taught if you survive the initial blast (by ducking behind the right thing) you have a good chance of living.
I guess the military just wants you to focus on staying alive. They wouldn't warn us too much of the effects of cancer and such. Just live and get the job done.
But I do know all radiation affects the entire globe eventually. Its why they stopped nuclear testing. The world radiation was going up and so was cancer.
