Who is Monsieur Pambe?

I am asking this question again because Yahoo screwed it up, and resolved the question with a non-answer as "best answer". In the O. Henry story, "Whistling Dick's Christmas Stocking", the little girl in the story claims that she needs two stockings -- one for Santa Claus, and the other for a Monsieur Pambe who comes on Christmas Eve with Santa to fill his stocking according to the words -- good or bad -- that she has spoken throughout the year. I would very much appreciate any info anyone has on said Monsieur Pambe. The previous "best answer" I received was a reitieration of the short story. PLEASE DO NOT DO THIS. IT IS NOT AN ANSWER.
