Is volcarona from pokemon black/white considered a legendary pokemon?
Okay im confused. Later on in the game you encounter one in the legendary set up. But there is also an egg of one and it has genders. Plus it can make eggs. So technically speaking is it considered legendary? Can you use it as a legit pokemon in online battles?

It's not a legendary because you can breed it. If you DO somehow the opportunity to catch it, don't fret about it because a Treasure Hunter on Route 18 will give you an egg that hatches the pre-evolved form, Larvesta.
P.S. I still sort of treat it like a legendary though, because you encounter it at level 70 and it's "revered as a sun-god" (but unlike Manaphy and Phione, this is a pokémon that can breed more and have its offspring evolve).

He's not considered a legendary, despite the Pokédex's entry. An Arcanine IS however, considered close to a Pseudo-Legendary, meaning that they're rare and powerfull, but not legendaries as they're categorised.

it is not a legendary pokemon because it has already evolved and has a gender and I think we all know that legendary pokemon can't evolve as they're already strong and do not have genders.

No it isnt, the legendary pokemon are the three that are tell to be fighting, the two roaming, the head of the roaming, secrom, reshiram, victini, zorua and Zoroark.
