In most jurisdictions, you're allowed to ride a bicycle on all roads (including highways) other than freeways. You may have noticed signs there saying "no non-motorized vehicles". You are expected to obey all traffic laws with minor exceptions, like staying to the right hand side of the road for the most part. In many places it's actually illegal to ride a bicycle on the sidewalk, leaving roads and bike paths as the only legal places on public land. You are expected to stop at stop signs, signal turns by hand, and have certain types of lights if riding at night.
Try downloading this PDF from the Department of Public Safety;

It sounds like it may have the answer to many of your questions.
Some bicycle safety videos are available to order here;

They're aimed mostly at beginners, so they may be a little cheesy. LOL
Oh, and as far as licenses, usually not any type of drivers license, but the bike should be licensed.
I see also, that if you under 18, a helmet is required.

Technically, yes you can ride in the street, but only between the hours of 11 pm and 6 am.

Of course you can ride a bicycle in the street. A bicycle is a vehicle and a cyclist has all the rights and responsibilities of any vehicle operator. You don't need a motor vehicle operator's license for a bicycle because it is not a motor vehicle. You may need a bicycle license if your locality requires it, but usually such licenses do not require you to pass a test. Having said that, bicycles are not toys, and if you plan to ride one you should learn how to operate one safely. The League of American Bicyclists offers free safe cycling courses in every state.
@ Strange-Artist: I hope you don't use the roads, because you have no idea what you're talking about. Cyclists can and should use the traffic lanes like any other vehicle operator.
