Why are safe handling instructions on frozen fully pre cooked meat?

I have always wondered, why do they have safe handling instructions and a temp. guideline on frozen meat products that claim they are already fully cooked? I have also seen it on some pre packaged microwave meals. Wouldn't the meat be safe and germ free if it were already fully cooked?

Update:

So my real issue is, say I grab some frozen cooked chicken strips and put them in the oven with my hands if I somehow lick my finger or pick something up and eat it or make a salad am I going to catch some food born illness? Summed up should I be as cautious as if I had just handled actual raw meat?

    Becuase according to the govt you should reheat Anything and Everything to a certian temp to make sure it is safe.
