My brother uses a lotion, the brand is called Jack Black if I'm not mistaken, a little while before he shaves to soften up his skin and hair follicles before shaving as well as a moisturizing shave gel during the actual process. I wish I had better insight for you, but I remember him talking about the same problem not too long ago. I imagine any good lotion would work.

Try using a combination of things. Moisturise before you shave, use lots of shaving cream during shaving and then afterwards apply a cooling gel.
