Why is beer not taxed as food?

I noticed on my receipt today that, in Virginia, the beer I bought was taxed with the 5% state sales tax as opposed to the 2.5% food tax. I was just curious as to why beer is not considered food for tax purposes, whereas soft drinks such as Pepsi and Coke, which I never drink with a meal, are taxed with the "food tax?"

    It's ridiculous. Beer has all the major food groups. You've got your hops, maybe rice or corn, some yeast - viola! - a balanced meal.

    Most "Drugs" such as Cigarettes, Beer, Wine, Spirits are mostly taxed at the highest rate.

    Beer is not considered as a food, but an Alcoholic beverage.

    I Disagree with this and feel beer should be taxed as a food - considering its colour and flavour.

    Because beer is classed as a luxury food stuff and not a necessity.

    It also get the goverment more money.

    Alcohol has not been classified as food. Simple as that.

    it's an extra tax placed on alcoholic products... much like tobacco taxes
