Is it possible to cover a wall from the top down with plants?
We have a seven-foot brick wall that is regularly tagged with graffiti. Instead of wasting more money on graffiti removal or investing in barely effective anti-graffiti coating, I've been pondering whether we could cover the wall with some kind of plant. My thought is that we would mount planters on top of the interior side of the wall and somehow encourage the plant to grow over the top of the wall and hang down on the wall's exterior side. Is that even possible? What type of plants do that?
I know nothing about gardening and the one gardener I know seemed stumped. The exterior side of the wall faces south and would have plenty of sun. We're in USDA Hardiness Zone 8b and PlantMaps Hardiness Zone 9a if that helps.
I've searched online and found a lot of information about covering walls with climbing plants from the bottom-up. However, this isn't possible in our situation because the wall borders the public sidewalk so we can't place planters in the sidewalk. Also, I'm sure the building's owner does not want any plant attaching itself to the wall or something that will become a nuisance.

Good luck with that. Whenever this happens in my area we rip the vines off the wall, kill the plant, and smash the pot. Then hit the wall as usual. Or if its a small bush we stomp it down killing it and paint. If it's too big for that, and we really want the spot to be open, we cut it down or set it on fire.
Plants aren't gonna work is what I'm saying. There is another way but I'm not going to tell you because it's not in graff writer's best interest. But now you know, research a little more and you should be able to figure it out.

You're in a non-win situation. You can get plants to grow the way you want, it really doesn't matter if they grow from the top and then down or from the ground and then up. The problem is that they'll attach themselves to the wall no matter which way they are growing....

There are several plants in your zone that will grow over brick. From english ivy to climbing roses.
Check with your local nursery or garden center they will help you as well as you will see the plant and the cost for your project.

Low-growing phlox (subulata) will eventually cover walls from the top down, but it's slow-growing. It will not hurt the wall, and in your area will likely not freeze in the containers.
You might ask a local nursery about fast-growing annual vines.
