CA rental question- management or tenant?

We have been renting a little home for a bit over a year. Now that the weather is warming up, we've noticed a surge in pests. We asked the owners to fumigate and they said they only had to do it within the first 30 days? Is this normal for houses as opposed to apartments, or is it still the owners responsibility?

    In CA we have to spray the exterior every 8 weeks if there is a problem.

    There is no "first 30 days" law or clause. House or apartment, it does not matter, the law reads "unit".
