Computer is not booting up?

My hp pavilion a1224n computer is having some issues. Sometimes the tower will not boot up, even though the lights are on (except a light on the outside around the power button) and the fans are running. If it turns on once though, it will turn on and off normally for a while (usually until the computer is unplugged from the wall, which it doesn't respond very well to), I have tried pushing the power button for a few seconds, taking the power cord out for ten minutes, cleaning out the inside of the tower, and unplugging the card reader. Nothing is helping so far. Any suggestions for getting it to turn on completely?

By the way, this is a computer tower, not a laptop. So, I was playing around with it and unplugged one of the muffin fans on the inside, and it turned on. But then it shut off after a few seconds. I figured that it must be necessary in order to fully run, so I unplugged the computer and plugged the fan back in. Problem is it once again does not boot up. I tried taking the muffin fan off again but it didn't do anything, it still doesn't turn on. Is it possible that it is a motherboard issue?
