Out of the shower... no! I live in Colorado, but I travel several times a year. I've been to California, Nevada, Arizona, Utah, South Dakota, Michigan, Louisiana, Kansas, Oklahoma, Texas, Florida, Hawaii, and Mexico... and I don't recall drying slower or faster out of the shower in any of those places. I have really long hair too (down to my waist), and I never use a hair dryer, just air dry... and I don't recall it drying slower or faster anywhere either. Out of the shower, it's all the same.
On the other hand... out of the pool, some places can be faster than others... based on how hot it is outside!

Yes it is true. The combination of low atmospheric pressure (due to high elevation), which increases the vapor pressure of water making it more likely to evaporate and the low humidity (usually) means that shower water and wet clothes etc dry pretty quick.

This could be true due to the low humidity in that area.
Ever heard of Colorado Toast? It's where you can leave a piece of bread out on the table and it will turn into toast. I suppose it's the same concept.

Well, I still use a towel. BUT! The towel will be dry by the next morning if I hang it up- not so in humid states.
