The big question is your computer's power supply (smps) because that determines which graphics cards you can/cannot use.
Without knowing any more details of your power supply, the highest I would recommend is a Radeon HD 5770 (Manufacturer doesn't matter although Sapphire, XFX, MSI and Asus are excellent). Another good option is the GeForce GTX 550Ti, although that's a brand new model- I don't know if it's available in your area yet. Both of those cards are capable of playing flawlessly at 1440x900.
All power supplies are not created equal. Low-quality power supplies often deliver less than their advertised wattage and often support low amperage on the +12V rail(s) which are used by graphics cards.

If you anticipate going to a higher resolution monitor in the future, I recommend buying a good 500-550W power supply from a top brand (Corsair, Antec, Seasonic, Silverstone). Then buy a Radeon HD 6850 or 768mb GeForce GTX 460.
The GTX 460 requires two PCI-E power connectors, so make sure the power supply you choose provides two connectors, not just one.

Yes at 1440x900 the GTS 450 will handle those games. But if you can find the GTX 550Ti, that's an even better choice for the same price. And of course if your budget allows, the GTX 460 is a step above that.
Here is the 550Ti review from Tom's Hardware, which includes results for Crysis 2 and Metro 2033 at 1680x1050:

in my opinion the best budget performance card uptil now is the EVGA GTX 460 superclocked which costs 20,000. I know it costs 9000 more then ur budget but trust if u sacrifice a little more time and a little more money then the result would keep u happy for a lifetime as this card will max out every game at ur resolution (even metro 2033), i know this cuz my other friend has two of these in sli and these two cards priced at 40,000 can easily beat a 52,000 gtx 580 and at the same time consume less power than the gtx 580 altogether so get this u wont be sorry :D. Cheers mate

11,000 Rupees x (1 USD / 48.5736 Rupees) = $226.46 USD
