Your husband can't sponsor her (in laws can't be sponsors) but he should could send her a letter of invitation to be included with her application for a subclass 676 Tourist visa. In the letter, he should give details of the level of support he will provide (e.g full accommodation, living expenses or whatever) and if financial support is included, details of his finances. Your mother should provide evidence of strong ties to her home country as DIAC need to be convinced that she does not present a risk of overstaying he visa.

A return airline ticket from Kathmandu to Sydney can cost between $1200 - $2000. Tourist-676 Visa costs $105. Your mother would also require a Passport, medical insurance, birth certificate and evidence she can be financially stable for her visit.

If you need to raise that sort of money to sponsor her visit; you could try and organise for a little bit of help from your Husband's Parents, his siblings or even ask some of your friends if they could donate an odd $100 to the cause. Maybe even have a garage sale, or save very stringently (though that could be hard to do with a baby on the way).

An alternate though, is to get some really good photos (or possibly video) of your Pregnancy, Birth and New Family. And then send them home, with a promise to sponsor her visit when money is better, or even better would be to visit with your child when they are a little older (so they can learn about where you came from).
