they save that conversation up until its time for us to vote again in the meantime it's fingerpointing

This is actually quite an interesting question, imo. The very simple reason is that it generally gets better results, but that doesn't really tell the whole story.
In general, people tend to get angry about bad stuff much, much more than they get happy about good stuff. I'll give an example. Say you had £20. If someone gave you another £10, you'd be pretty happy, because now you have 30. But keep in mind that you were pretty happy before, so while it does make a difference, the difference isn't too big.
Now, if you have your £20, and someone comes up to you and takes away £10, you wouldn't just be angry - you'd be absolutely furious. After all, you lost half of what you had! You were pretty happy before, and now there's lots of stuff you can't have any more that you could before. For *most* people, this anger is much, much stronger than the happiness they feel when they get something.

That means that it pays off for politicians to point out what everyone else is doing wrong, instead of talking about what they're going to do right. If you say what you'll do well, people will like it, and they might vote for you. But if the opponent then points out you're doing something badly, that they don't like, it doesn't matter what else you do that's good - they won't vote for you on principle.
It also handily means that they don't have to come up with a way of fixing it. It's much easier to say that someone's wrong, than it is to come up with a better way yourself.

To make the other party seem bad and put people off voting for that other party. They also think that it will make them look good in comparison.

I agree, conservatives in the UK should campaign on shutting down NHS and see how far they get.
