If an individual has the genotype “Aa” why will his sperm contain EITHER the “A” allele or “a” allele, but not both?

Because sperm (and eggs) each contain only half the genetic information necessary to create a new organism. Together the 2 halves make a whole.
It is possible sometimes though, that a sperm or egg is created that contains both or neither. It does happen once in a while. Sometimes it makes no difference to the organism, but usually it's not a good thing.
