Because they won't be able to.
If you tell someone who, for their entire life was paying into a system that they were expecting to get something out off that they aren't getting something out of it moments before they'll need it, they won't be able to survive.
But if you tell them 10 years beforehand, they can make slight adjustments and save up for it themselves.
