Yes, it is legal and it is not a "ruse."

As someone else has already said, this is not a "ruse" it is the employer trying to save money and probably trying to avoid layoffs! And no, they don't have to allow you to use your vacation time. Vacation policies are completely within the company's control and use of that time can be dictated by them as well as changed any time.

Perfectly legal. Vacation time is not an alternative pay. You get time away from the job and nothing more.
