AFAIK, you've gotta be at least 16 to sit the IELTS. You could prepare him to sit it four years from now while making him take other tests, such as YLE Flyers, depending on his proficiency. It wouldn't hurt to learn the can do's for each CEFR level and choose an exam accordingly:

    A1 - YLE Movers.

A2 - YLE Flyers, or KET.

    B1 - PET.

    B2 - FCE.

    C1 - CAE.

    C2 - CPE.

If your son sits two or three of those tests (which, unlike IELTS, are valid for life and include a diploma instead of just a TRF), he'll be far more competitive for international universities by the time he's sixteen and old enough to sit the IELTS (which is valid for two years).
