What is this on my groin?

On groin are its all red on my scrotum and on my shaft. My scrotum is pretty much all red and has small white spots (which i think are caused from scratching). Dont worry, its not a std. On my shaft there is redness up until my head. The redness is not all over its just in one strait line. I have had that same exact area have jock itch.

Before this event, about 5 years ago i have had jock itch in that area. On my penis there was a stripe in the shape of a V which was wide at the base and tapers to the top and meets a dark brown spot ( i think its a mole.) Its been pretty permanent since. Why is it permanent? Is it from my previous jock itch? What is on my groin now? And how do i get rid of it? Thanks
