Why does it seem that no matter what proportions between government (Dems & Cons) is, nothing is working?

I've seen the different scenarios:

* Republicans controlling the Oval Office, the Senate and Congress at the same time

* Democrats controlling the Oval Office, the Senate and Congress at the same time

* A Lame Duck Republican President

* A Lame Duck Democrat President

...and many other different proportions of the combinations of power.

Did the Washington Gang evolve into some sort of unstoppable idiotic monster?

    We actually have a one-party system, that pretends to take different sides much like in professional wrestling.

    You are one up on me, I don't recall seeing a conservative congress, senate and president at the same time, though I would like to see that after the 2012 election.

    Idiotic, yes. Unstoppable, possibly. What are your expectations? Part of the problem may be what people expect of the government. Current governments do not perform the will of the people, but rather, the will of people coercing the politician and in some cases, the will of the owners.
