'Out of the mouth of babes' Your PC is not fast at all that is why it struggles with video.
You can speed your PC up by buying a decent sound card & graphics card & adding another 2GB ram.
But you have a very old, slow hard drive so that will limit the speed too.
If you can afford it buy a new PC anything you get now will be better than what you have and won't cost much more than the upgrade.

Video's require quite a bit. A decent video card as well.
Perhaps update your video card drivers. If it's youtube you're trying to watch in 720P your processor might be hitting 100% useage , just hit ctrl/alt/del and check the cpu useage during youtube.
upgrade your flash player, just google, adobe flash, and udpate that.
try using VLC media player, it's very lightweight program.
try some codec packs.
music .... no idea.
512mb of ram could be an issue, i'd definitely grab another 512mb stick or even just 256mb stick.
