For Sale sign! Or so it seems. As you know they have a tremendous root system that sends up new trees all over the place!! There is not quick cure, sorry. If they are all yours, cut every single one down and as soon as suckers show up, cut them back. You could keep doing this every year or 20 years and it might get rid of them all, or you could resort to some chemical intervention.

Or as soon as you cut back the trees, apply Tordon to the stumps. The blue stain will show you where've you applied so you know you got 'em all. Various states regulate Tordon differently, you may need to hire a licensed chemical applicator to apply Tordon as it might be restricted use in your area.

If you are wanting to keep some trees........like they belong to your neighbor....realize you will continue to have this problem as long as the tree remains. Of course I don't recommend chemically controlling the sprouts as it might affect the mother tree and your neighbor would be upset. (drat) Then all you can do is mechanical removal as even soil covering with fabric and stone won't keep a good Ailanthus sprout down for long.

The Tree of Heaven is considered an invasive species in many countries and is very difficult to control. Most commonly, herbicides are used to kill the original tree, then the sprouts are continuously pulled, cut, or mowed to prevent regrowth. Eventually the plant will give up.
