You shouldn't try to translate it yourself. Find a qualified, certified translator to do that for you. That could be expensive but the other translations may not be accepted by the government and you will need translate it all over, especially if, as you say, it is a complex legal document.

It is routine for government offices in any country to require that submitted documents be translated into the language that is used for communications. That document is part of your file and needs to be comprehensible to any USCIS official who looks at your file. Do you really expect taxpayers to pick up the tab for getting your document translated by having a bilingual USCIS official do it?

If the person is illegal, we really don't care what taxes they are willing to pay because they shouldn't be in this country. Furthermore, there is a person for every job in this country. What, did we sudden need illegals due to our inability to perform the job. The bottom line is this, why would we want a person in this country that can't stand up and fight for their own country. Not silly at all. If papers need to be translated,that is your responsibility. If you can't do them yourself,you will have to hire someone to do them for you.

Translate your own silly document. Don't tie up our services doing your job. We have to pay taxes for your stupid translation.

Yes, they absolutely expect you to translate it, or to hire someone to do it for you. It's not their job to translate your documents.
