How can I block a website in linux (ubuntu)?

1. How can I block a website in Linux, without losing my super user privileges?

I know I can edit /etc/hosts, but when I want to unblock that website, it's really easy... because I use my password. One way would be to set up a limited user, but I won't be able to do really important stuff (like connecting to the internet which requires super user privileges, installing/uninstalling programs or libraries etc).

Browser extensions are not a good solution, you know... chrome and firefox are not the only web browsers out there...

2. Can I block a website even if I access it through proxy?
